US Administration Moves to Revoke Approval for Avangrid’s Major Offshore Wind Project

The Biden administration has taken formal steps to rescind the federal permit for Avangrid’s multi-billion dollar New England Wind offshore energy development. In a significant regulatory reversal, the Department of Justice filed a notice of intent on behalf of the Interior Department and the Bureau of Ocean Energy Management (BOEM) to vacate the project’s approval by October 10, 2025.

Strategic Implications and Financial Impact

This development represents a substantial obstacle for Avangrid’s renewable energy expansion strategy. The New England Wind initiative was designed to generate 2,600 megawatts of electricity, sufficient to power more than 900,000 homes. Construction of the initial 791-megawatt phase was scheduled to commence later this year.

The government’s unexpected reversal stems from litigation filed by advocacy groups alleging violations of key environmental protection statutes, including the Marine Mammal Protection Act and the Endangered Species Act. Federal authorities have characterized the original permitting process as “seriously flawed.”

Navigating Regulatory Challenges

This regulatory uncertainty emerges as Avangrid, a subsidiary of Spanish energy conglomerate Iberdrola, pursues an ambitious $20 billion grid modernization program through 2030. The current administration has adopted an increasingly critical stance toward offshore wind developments, with several East Coast projects now facing heightened scrutiny.
