Investor Push to List Freddie Mac Shares on Major Exchange Gains Momentum

A significant shareholder is advocating for Freddie Mac to transition its stock listing from over-the-counter markets to a formal national exchange. This move, often termed an “uplisting,” is seen by Oksenholt Capital Management as a crucial step toward ending the mortgage giant’s prolonged period under government conservatorship, a state it has been in since the 2008 financial crisis.

Shareholder Advocates for Structural Shift

Oksenholt Capital Management, which holds a substantial position of 700,000 common shares, argues that a listing on a regulated exchange would enhance corporate transparency and attract long-term private investment. Proponents believe a fully privatized and well-capitalized Freddie Mac could more effectively balance the interests of homeowners, renters, and taxpayers without government constraints.

However, market analysts caution that progress may be slow. A recent Wedbush report suggests that any initiatives for a new stock issuance or a termination of the government’s conservatorship are likely to be postponed until after the upcoming U.S. midterm elections. Political priorities of the current administration and congressional opposition are cited as key reasons for the anticipated delay. Despite this, Wedbush analysts maintain a positive view on the stock’s potential at its current valuation.

Market Conditions and Regulatory Scrutiny

Freddie Mac operates within a complex market environment. Interest rates for a standard 30-year fixed-rate mortgage recently climbed to 6.11%. Geopolitical tensions, including conflict in Iran, are contributing to volatility in energy and bond markets. While inflationary pressures persist, the U.S. labor market is showing initial signs of a modest cooldown. Most observers expect the Federal Reserve to maintain the current benchmark interest rate at its next meeting.

Concurrently, regulatory oversight is intensifying. The Federal Housing Finance Agency (FHFA) is moving to expand its authority significantly. Its latest examination plan aims to broaden the agency’s power to review the business partners of both Freddie Mac and its sibling entity, Fannie Mae.

Key Factors for Investor Consideration

Investor focus in the near term will center on upcoming U.S. housing market data and metrics related to housing affordability. These indicators provide direct insight into the core health of Freddie Mac’s primary business. Furthermore, the market is closely monitoring any official communication regarding the company’s capital structure. The ongoing debate between a full return to private ownership and a permanent government backstop remains the central valuation question for the equity.
