A significant rotation into smaller companies is defining the current market landscape. With interest rates stabilizing following the Federal Reserve’s cuts in late 2025 and fresh fiscal stimulus providing relief, small and mid-cap stocks are enjoying a pronounced tailwind. This shift has propelled the Russell 2000 index to a year-to-date gain of nearly 8%, achieving new record highs. The Vanguard Russell 2000 Index Fund ETF Shares (VTWO) is a primary vehicle capturing this move.

Performance and Trading Activity
As of January 16, 2026, VTWO has delivered a year-to-date return of 7.91% based on its market price, with an almost identical net asset value (NAV) return of 7.92%. Short-term performance metrics show a gain of 2.11% for the week of January 9-16 and a 6.43% advance over the one-month period from December 18 to January 16. For the three months ended December 31, 2025, the ETF returned 2.1%. The fund’s full-year return for 2025 was 12.90%.

Trading volume has notably increased, underscoring growing investor interest. On January 20, 2026, share volume reached 5.37 million, substantially above the 50-day average of 2.74 million. The ETF has traded efficiently, with a tight spread between its market price and NAV. Recent examples include a minor discount of -0.02% on January 12, a maximum premium of 0.06% on January 13, and a maximum discount of -0.07% on January 6.

Portfolio Composition and Sector Exposure
VTWO employs a full-replication strategy to track the Russell 2000 index, holding approximately 1,993 securities as of January 16, 2026. The fund is notably diversified, with its ten largest holdings accounting for just 5.16% of total assets, thereby minimizing concentration risk.

Top Holdings (Weight):
* Credo Technology Group: 0.79%
* Bloom Energy: 0.79%
* Fabrinet: 0.56%
* IonQ: 0.46%
* Nextpower: 0.45%
* Guardant Health: 0.44%
* Kratos Defense: 0.43%
* BridgeBio Pharma: 0.38%
* Madrigal Pharmaceuticals: 0.38%
* Coeur Mining: 0.37%

The sector allocation, also current to January 16, 2026, is led by Health Care (18.89%), followed by Financials (16.77%), Technology (15.61%), Industrials (15.51%), and Consumer Cyclical (9.20%). Roughly 90% of the fund’s exposure is to U.S.-based companies.

Should investors sell immediately? Or is it worth buying Vanguard Russell 2000 Index Fund ETF Shares?

Competitive Landscape and Key Metrics
VTWO competes directly with other Russell 2000 ETFs, most notably the iShares Russell 2000 ETF (IWM) and the Invesco Russell 2000 ETF (RSSL). A primary advantage for VTWO is its low expense ratio of 0.07% (as of December 2025). For comparison, IWM has an expense ratio of 0.19% and assets under management (AUM) of $76.31 billion, while RSSL charges 0.08% and has AUM of $1.39 billion. VTWO and IWM both use a full-replication methodology, whereas RSSL tracks a capped version of the Russell 2000 index.

Fundamental Data:
* Russell 2000 Index YTD Return: Nearly +8% (as of today’s date)
* VTWO YTD Return (Market Price/NAV): 7.91% / 7.92% (as of Jan. 16, 2026)
* VTWO Assets Under Management: $14.35 billion (as of Jan. 19, 2026)

Forward-Looking Factors and Outlook
Several developments are poised to influence the small-cap segment in the coming months. A major operational change is the shift to a semi-annual reconstitution schedule for the Russell US Indices in 2026, with rebalancing set for the fourth Friday in June and the second Friday in December, effective starting December 14, 2026.

From a macro and technical perspective, the combination of an accommodative Fed policy and a bullish “Golden Cross” pattern for the Russell 2000 index—where its 50-day moving average has crossed above its 200-day average—is supporting positive momentum. The 50-day moving average is currently acting as a key technical support level.

The performance trajectory for VTWO and small caps broadly will be largely dictated by the upcoming index rebalances and the evolving monetary policy landscape. Sustained interest rate stability coupled with continued economic growth would likely provide additional support for the fund in the months ahead.
